Understanding the Role of AI Governance in Public Services

A recent scientific report (Linked below) by Christian Lahusen (Department of Social Sciences, Universität Siegen, 57068 Siegen, Germany), Martino Maggetti (Université de Lausanne, Institute of Political Studies, CH-1015 Lausanne, Switzerland) and Marija Slavkovik (Information Science and Media Studies, Universitetet I Bergen, 5007 Bergen, Norway) from September 2024 describes how Artificial intelligence (AI) is reshaping our world and government services. From public policy to social services, AI has entered core state functions to help automate decisions, increase efficiency, and improve service quality. But as AI takes on more responsibility, questions about trust and governance arise. I will explore who is involved, what AI governance is, when this shift is happening, where it is taking place, and why trust is critical in AI-driven systems.

Who is Involved?

The integration of AI into government services involves multiple stakeholders. These include developers who create the AI algorithms, public authorities who adopt and implement AI, and citizens who are directly impacted by AI’s decisions. AI systems are being used to decide on social benefits, tax fraud detection, and crime prevention. All these actors must navigate a complex web of trust to ensure the system works fairly and reliably.

What is AI Governance?

AI governance refers to the systems and processes in place that ensure AI technologies are developed and used in a way that aligns with societal values. Such as fairness, transparency, and accountability. A key challenge involves algorithmic decision-making (ADM). ADM refers to AI systems that use vast amounts of data to assist or automate decisions, sometimes without any human intervention. This raises concerns because AI algorithms can be opaque, biased, and sometimes make errors that disproportionately affect vulnerable groups. Therefore, building governance frameworks that ensure AI operates within acceptable moral and legal boundaries is essential.

AI governance is not a future concern, it is a present-day issue. Governments around the world, especially in high-income countries, are already adopting AI for critical decisions. This shift is transforming how public services are delivered, from eligibility for children’s allowances to predicting criminal behavior. However, as the role of AI expands, so do the risks, making it essential to address these governance concerns now before the systems become too integrated.

AI is being implemented in various sectors of public life, particularly in areas where the government interacts with citizens, such as welfare services, public safety, and tax management. It is especially common in high-income countries, where technological infrastructure allows for the large-scale use of AI. In these regions, AI systems can have profound impacts on individuals’ daily lives, influencing everything from the allocation of social benefits to law enforcement decisions.

Why is Trust in AI Important?

Trust plays a foundational role in AI governance. For a system to work, citizens must trust that the AI is making decisions that are fair, accurate, and unbiased. Similarly, public authorities need to trust that AI will improve the services they deliver without unintended negative consequences. Trustworthiness in AI doesn’t just come from how well the system works but also from ensuring it operates in ways that align with societal values.

Ensuring this trust is no easy task. It requires a governance structure that not only regulates the technology but also considers the human and institutional components involved. Without trust, the adoption of AI in government services could lead to public backlash, reduced legitimacy of governmental institutions, and increased societal inequality.
